The translate feature can be very helpful for users who regularly access websites that are offered in languages that they cannot understand (that well). It does miss the option to perform automatic translations and the ability to block the feature on specific websites
The second addition is the content settings panel in the Chrome configuration which allows a webmaster to control cookies, plugins, JavaScript and popups. These control settings are found under Options > Under the hood > Privacy. The second addition finally means that Google Chrome users can now block JavaScript, Plugins and cookies on specific websites. Google Chrome 4.1 is still only offered as a beta for Windows. The Chrome developers aim to turn the beta into a new release in the coming weeks.
